Not justifying Guv's sitting over bills indefinitely but barring few most acted as desired: Centre

The Centre informed the Supreme Court that while it doesn't justify governors indefinitely holding bills, most have acted appropriately. Solicitor General Tushar Mehta argued that governors aren't mere rubber stamps and must uphold the Constitution. He contested arguments from opposition-ruled states, asserting that limiting the governor's role would undermine their constitutional duty and turn them into mute spectators.
